Unfortunately, some regions around the globe do not use the most recent internet protocol (IP) and therefore do not allow for reliable or consistent peer-to-peer connections.
In the case of Total Play Telecomunicaciones, their internet is behind carrier grade NAT, which runs on IPv4 (current is IPv6).
If you are on a network based on IPv4 you can:
- Contact the internet provider support and ask about IPv6
- Ask if IPv6 can be enabled on the router link to you
- Request a public IP from Totalplay
